improving access of electricity, especially in rural areas where availability is still
critically low. A regional collaboration can help secure the provision of energy
supply to rural areas by allocating and delivering electricity from its nearest
generation points. Such collaboration can also improve the environmental and
health quality of people, especially women and children, promote gender
equality, increase the sizes of labour forces, and foster a stronger and
                  sustainably growing economy.
