It is clear that, the value of the second term, corresponding to the number of
students not belonging to the age group, can be very important. That is, this
approximation is not the better one. The legislation about the age of school
access, being not always respected, notably in most African countries, the
following relation is always true:
The other estimator of the AR is the Admission Net Rate (ANR) noted as

As we see, here the superfluous term is removed from the AGR. But, we don’t
take into account the members of the target group who came into school late,
after the normal age. This means that, the value of this estimator is still less
than the number to be found.
Taking into account these two flaws, we propose another estimator,
generational admission rate (GAR). It will be written:

Here, we consider all members of the age group who are at school, at all levels
(classes), as well as the pupils in the first school class who have exceeded the
required age. The second part of this relation is the estimated number of
latecomers in the target group, those who registered after the school year t0.
We try to take into account all those who are not registered at the normal
access age. So we reduce the biases existing with the usual estimators.
